Óscar Arias Sánchez swears in an estimated 110 ‘presidential delegates’
from all over the country. They were in training Wednesday in San José
and will be the eyes and ears of the government in their home areas to
provide information over the problems that face their neighbors, said
Casa Presidencial."

A government can’t have too many eyes and ears, can it?
